My windshield wipers only work on high
WebDec 8, 2008 · '87's likely the intermittent wiper governor. It plugs between the switch and the harness. These are a PITA to access, but they are up inside the dash above the fuse panel. Some people have had luck re soldering the connections inside, but I didn't. Search "wiper governor" and you'll come across many hits with this same symptom. Good luck! Nov 23, 2015 ·

Turn the switch on high you will have 12V on one wire. Then turn the switch on low you'll have 12V on a different wire. Yes there is 12V on low at the motor harness then it's the motor.
