This works for all scales, from 1:1 down to whatever. Coefficient of friction is in the order of 0.25 for metal on metal, and a good deal higher for rubber on metal (traction tires). Its power is rated at 40VA, so at 24V would give you around 1.5 amps. Either controller will run either brand of loco, you'll be fine.
